What is green electricity?

It is electricity produced by wind and solar power plants and is defined as “green electricity” by the Renewable Energy and Electricity Efficiency Agency (SETA).

Green electricity laws and regulations for industries

According to Article 16 of Iran’s Electricity Law, since 1402, all industries with a demand of more than 1 megawatt are required to supply a percentage of their annual electricity consumption from green sources:

In case of non-compliance, industries will be subject to financial penalties.

Methods of providing green electricity:

Industrial units have three options for supplying their green electricity:

  1. Building a small-scale solar or wind power plant
  2. Buying from the energy exchange (green electricity supplied)
  3. Bilateral contract with renewable power plant or retailer

Green electricity price

Like other types of electricity, the price of green electricity is determined by supply and demand; however, it is usually higher than electricity produced from other sources. On the other hand, due to the implementation of the twenty-year guaranteed purchase program by the government, the base rate for this type of electricity has been specifically determined.

Penalty for not providing green electricity:

According to Article 16 of Iran’s Electricity Law, industries with a consumption capacity of more than one megawatt are required to provide green or renewable electricity equivalent to four percent (4%) of their annual electricity needs.

This amount must reach at least five percent (5%) by the end of the fifth year, otherwise the Ministry of Energy is required to calculate the mentioned percentage of the electricity consumed by these industries using the renewable electricity tariff and collect it from the industries. The implementing regulations for this fine are as follows: The renewable electricity tariff is actually calculated as the average rate of electricity purchase from renewable power plants in the past two months, which is announced by Satba at the end of each month, and in the bills of subscribers who do not purchase green electricity, this rate is calculated on the basis that this rate is usually lower than the rate of green electricity purchase from the energy exchange. It should be noted that the above amounts, while being separated from electricity bills, will be directly spent on guaranteed purchase of renewable electricity in accordance with Article 53 of the Constitution, while twenty-five percent (25%) will be deposited into the account of the National Treasury and transferred to the account of the Vice President for Science and Technology to support laboratories, knowledge-based companies, and other matters related to electricity development, and the remainder will be used to provide facilities to the private sector to establish small-scale power plants through the National Treasury and the Central Bank of Iran.
